  • Bachelor's degree in Economics from the School of Economics obtained at the Universidad Nacional de Costa Rica.
  • Master's Degree in Economic Policy with Specialization in International Economics from the Universidad Nacional de Costa Rica.

He has extensive experience in public finance, budgetary issues, fiscal figures, fiscal rules, and debt. He has coordinated the preparation of the medium-term fiscal framework (MTFF), macroeconomic risk report, as well as the publication of the Central Government figures report.

He has led the preparation and updating of fiscal projections regarding revenues, expenditures, fiscal balances, debt, and financing needs of the Central Government and the Non-Financial Public Sector published in the MFMP, in coordination with the various agencies of the Ministry of Finance. Likewise, it has coordinated the different discussions on fiscal objectives and projections with national and international organizations/entities such as the Banco Central de Costa Rica (Central Bank of Costa Rica) (BCCR), International Monetary Fund (IMF), World Bank (WB), ECLAC, Banco Interamericano de Desarrollo (Inter-American Development Bank) (IDB), risk rating agencies, among others.

He has also participated as an expert in the course on building integrated public finances in the face of the permanent challenges of the environment, as well as in the training courses on the application of the fiscal rule in the 2020 budgets for the SPNF (NFPS), organized by the Office of the Contraloría General de la República (Comptroller General of the Republic) (CGR).

He has participated in seminars and received training courses with international organizations such as the IMF and IDB on fiscal risk management tools, statistics applied to public finance, financial programming, macroeconomic policies with inflation targets, public sector debt statistics, macro-fiscal analysis, modeling, and fiscal sustainability. Additionally, through the German Cooperation Agency (GIZ), he has received training in the area of applied econometrics, with a focus on fiscal forecasting using software such as EViews and R. In addition, he has completed specialization programs in data science with R, and is in the process of completing the specialty in artificial intelligence with Python of the Ibero-American Training Program in Data Mining (PROMiDAT).

Since 2015, he has been teaching courses on development theory and strategies, finance and development, public sector microeconomics, and macroeconomic theory and policy in the Master's Program in Management and Public Finances at CINPE. He has also taught at the high school, bachelor's, and master's levels at private universities, in courses such as introduction to economics, statistics and economics, microeconomics, macroeconomics, and international finance.
