PhD. in Economics, economic consultant, professor at the International Center for Economic Policy (CINPE) of the Universidad Nacional. Specialist in economic regulation, innovation and environmental issues with particular emphasis on management and public infrastructure. He has worked as a consultant for ECLAC, UNDP, GIZ, IDB, OECD, European Economic Community, and ICAP, among other regional and international organizations.
His most recent academic production includes books on Transporte Público y Cambio Climático en Costa Rica (Public Transportation and Climate Change in Costa Rica) (2013); Reflexiones (Reflections) (2012), Desde la Ventana (From the Window) (2015), and his most recent book, Más democracia para mejores mercados: El caso de la regulación de los sectores de infraestructura pública en Costa Rica (More Democracy for Better Markets: The Case of the Regulation of Public Infrastructure Sectors in Costa Rica) (2017).
