Guido Alberto Monge Fernández is a PhD Candidate and has a Master’s degree in Labor Economics from the American University, Washington D.C., with an emphasis in political economy and economic development. The Master's Degree was recognized by the Universidad Nacional de Costa Rica as a Master's degree in Macroeconomic Management and Public Policy. He also has a Bachelor’s in Sociology from the Universidad de Costa Rica. He was Professor of Economics at the Universidad Nacional de Costa Rica in the departments of Economics and Sociology.
He was a professor of the Central American Master of Sociology at the Universidad de Costa Rica. He is currently a professor in the Master’s degree in Economic Policy of the International Center for Economic Policy (CINPE), of the Universidad Nacional in the courses of Public Management, Labor Economics, and Labor Market and Income Distribution.
He was an official and consultant of the Inter-American Development Bank (IDB) and other multilateral organizations; he also played a similar role in bilateral or regional cooperation agencies on economic and social development and impact evaluation of programs and projects. He was an officer of the Chamber of Industries of Costa Rica, where he served as director of the Instituto de Excelencia Empresarial (Institute of Business Excellence).
He was Vice Minister of Housing (1990-1993), Minister of Housing (2012-2014), and Deputy of the Asamblea Legislativa (Legislative Assembly) (1998-2002). He has served on multiple boards of directors, including Banco Hipotecario de la Vivienda, Banco Popular Valores y Seguros, as well as foundations and non-governmental organizations focused on sustainable development issues. He also developed as Co-founder of the Consejo Consultivo Nacional de Responsabilidad Social (National Advisory Council on Social Responsibility).
He is currently the Executive Vice President of the National Confederation of Solidarity Associations and the Costa Rican Solidarity Movement, a non-profit organization whose mission is to bring together solidarity associations to represent, promote, and strengthen the sector.
